I enjoyed a lot drawing a commission piece for ~Watermelon-Plague (that's her OC Nava) so I made a little step-by-step guide.

F.A.Q

? what kind of markers do you use?
~ promarkers. you can buy these in almost every art store [link]

? can you use markers over colored pencils without any smudges?
~ that's why I started to use coloured pencils for linearts. when I used markers over pencils it made smudges (maybe it's because I use soft pencil like 2B)... also coloured pencild don't get marker tip dirty and finished picture looks more colourful.

? how do you edit your scans?
~ I use photoshop (of course there's more good (and free!) programs like SAI etc)

? what kind of pen do you use?
~ a Pentel's one [link] (the only one in my art store...) you can also use a corrector or white poster/acrylic paint

if you want a drawing/coloring/shading/editing/anything tutorial - just browse the Internet. I'm too lazy for making stuff like that and deviantart is full of good tutorials, trust me (:
